The suspects were identified to The Associated Press as coming from the Russian region near Chechnya, which has been plagued by an Islamic insurgency stemming from separatist wars. A law enforcement intelligence bulletin obtained by the AP identified the surviving bomb suspect as Dzhokhar A Tsarnaev, a 19-year-old who had been living in Cambridge, Massachusetts.

The man is said to be from Russia’s south, not far from the Chechen Republic. The man reportedly lived in Turkey before arriving legally in the US about a year ago. The name is listed among the recipients of Cambridge scholarships in 2011. The second suspect is said to be his brother.

An NBC report claims the two immigrated at least two years ago. One of the brothers is said to have a Massachusetts drivers’ license. There is a page at the Russian social network VKontakte (In Contact) with the name Dzhokhar Tsarnaev living in Boston and studying at Cambridge Rindge &; Latin School. fox reporting they are both registered to vote (meaning they've got U.S. citizenship), and live with their parents and two other siblings.

BDP delegation in İmralı. Statemen by Öcalan. Türk and Tugluk in Strasbourg

ANF - News Desk 14.04.2013, A BDP delegation is in İmralı for a new meeting with Kurdish leader Abdullah Öcalan, it was disclosed early in the day. It is understood the delegation will hold a press meeting after the visit at around 6pm Turkish time. BDP deputies Sırrı Süreyya Önder and Pervin Buldan are part of the delegation, as they had been in the previous occasion.

In a press conference following their visit to Kurdish leader Abdullah Öcalan on Sunday, BDP deputies Sırrı Süreyya Önder and Pervin Buldan said that Öcalan would send a letter to the people of Turkey in the next few days. Speaking at the meeting, held at BDP Istanbul office, Istanbul deputy Sırrı Süreyya Önder conveyed the Kurdish leader's short statement.

The statemen reads:

“Dear esteemed people of Turkey, the process in search of peace and a democratic solution we are going through is taking into account all sensitivities. I am working hard to make sure that the non-conflict environment we are reaching can become permanent and the process of withdrawal can begin. I can say that we have reached a promising point at present. I will share the work we have been carrying out in this respect with the people of Turkey in a few days.

Expressing my gratitude to all those who have contributed to the process of democratic solution, I salute everybody confident that an equal, democratic and just peace can be reached”.

Speaking to Nuçe TV following the visit to Abdullah Öcalan in Imralı prison on Sunday, Peace and Democracy Party (BDP) group deputy chair Pervin Buldan said the Kurdish leader called on students at Dicle University to display sensitivity and to avoid responding to provocations.

Buldan said that “He called on youngsters and all people living in Turkey to act very carefully in the process aimed at coming up with a peaceful and democratic solution to the Kurdish question”.

“He said he was following the discussions, criticism and proposals on the process closely and that he was content with the current state of affairs. He has an opportunity to follow the developments in Turkey and the Middle East closely from 12 TV channels he is allowed to watch”, she added.

Buldan noted that Öcalan sent his particular compliments to the workers of Nuçe TV, Sterk TV, Ronahi TV and Newroz TV as well as to women and young people. 

Demirtaş: The road to peace is still long

15.04.2013 Speaking to Etkin News Agency (ETHA) about recent developments in the ongoing process for a solution to the Kurdish question, Peace and Democracy Party (BDP) co-chair Selahattin Demirtaş said the establishment of the Parliamentary Monitor Commission and the commission of wise people were important advancement in the ongoing process.

Demirtaş said the commissions however didn't meet the demand they highlighted at the beginning of the process for the establishment of a mechanism to ensure a legal assurance for the steps to be taken to ensure a peaceful and democratic solution is reached. Both commissions - he said - are concrete developments aimed at involving the parliament in the process and enabling legitimacy for its requirements.

Referring to the forth judicial reform package, BDP co-chair said it could partially remediate the existing problems in the country, adding, “These steps should be regarded as a part of the process that shall advance step by step. It should be intended to completely eliminate the anti-terror law but there needs to be some small steps to be taken before that”.

Asked about the constitution draft BDP presented to the Parliament, Demirtaş said this draft, which includes a second official language and local assemblies, was a must for the Kurdish people. “We do not expect or ask the AKP government to accept it for we will achieve our demands by continue to struggle. We promised our people that they would govern themselves and lead a free life with their own language and in their own territory. The proposals we presented in the constitution draft are the formulated forms of the promises we made to our people”, he underlined.

Remarking that BDP would have a different role in the three-stage solution process, Demirtaş said “We have played a facilitating role between government, Kandil (where the guerrillas executives are) and Imralı (the prison where Ocalan is held) in the the first stage which has been described as ceasefire and withdrawal. We have made a contribution to enable all sides to understand each other and to overcome the issue of trust. Should this phase be followed by the second, which is the constitutional and legal process, there will arise a need to make constitutional reforms in which we will play our part as interlocutors.

Should the second phase also be accomplished, it will be followed by the third, the process of normalization, when we will play a part in creating a trust environment between the sides and getting involved in the process as interlocutors”. BDP co-chair stated that the revolutionary circles in Turkey would need to shoulder a significant responsibility in the organization of the peace process in the western side of the country.

He remarked that it is needed to carry out a strong organization across Turkey, with the participation of HDK (People's Democratic Congress) in particular, to give the message that Turkish revolutionary and Kurdish movements are the essential factors to guarantee the peace process and not to allow it to be disturbed by anyone.

Noting that Kurds were much stronger and felt they were standing closer to peace than ever, Demirtaş said, “They haven't managed to make us surrender despite all the attacks they launched against us using all their power and force".

Türk and Tugluk in Strasbourg

Next week co-chairs of DTK (Democratic Society Congress) and deputies Ahmet Türk and Aysel Tügluk, will be in Strasbourg to follow the debate and vote of the “2012 Progress Report on Turkey (EU Enlargment)” at the European Parliament. The report will be discussed on Wednesday 17 in the afternoon and voted on Thursday around midday.

Deputies Türk and Tügluk will meet representatives of the EU institutions, including members of the European parliament of all political groups. The Kurdish deputies will then hold a press conference on Wednesday afternoon in the Press Room of the European parliament.

"Trials of lawyers and politicians in Turkey" meeting in London to address the current crisis facing the legal profession in their country; the ongoing ‘KCK trials’ while "promoting democracy" in Syria..

ANF - London 14.04.2013 Two distinguished lawyers, former president of the Turkish Human Rights Association (HRA) Ms Reyhan Yalcindag, and renowned defence lawyer Mr Ercan Kanar, as well as Prof Nazan Ustundag, of Boğaziçi University, will be visiting London to take part in this panel discussion. Following their participation in a conference at Queens University Belfast on the Kurdish question in Turkey, we are pleased to invite these lawyers, academics and activists to share their considerable expertise with us.

The event has been called by Peace in Kurdistan campaign, CAMPACC and the Kurdish Federation UK, and will be chaired by Ali Has, solicitor advocate and member of the Law Society Human Rights Committee.

The expert panel will address the current crisis facing the legal profession in their country; the ongoing ‘KCK trials’ in which lawyers, politicians, journalists, and trade unionists are being criminalised and imprisoned in their thousands for their support of the Kurdish cause, and the use of anti-terror law to justify this repression of Kurdish civil society.

They will also explore how these trials affect the current peace process and the further democratisation of the country within the context of an emerging historic breakthrough in the peace process.

The meeting, called "Mass trials of lawyers and politicians in Turkey – Legal and political obstacles to the resolution of the Kurdish conflict" will be held on Thursday 18 April 2013, at 6.30pm, at Tooks Chambers, 81 Farringdon St.

Palestinians never had a legitimate partner. They don't now. The Times blames them for Israeli crimes. It equates lawful resistance with terrorism. It legitimizes Israeli airstrikes and incursions. It's dismissive of murder by torture and medical neglect.

On April 4, The New York Times headlined "Palestinian Defiance on Display at West Bank Funerals." It discussed their anger in response to Israeli murder by torture and medical neglect. The Times didn't explain.

What chance do the Palestinians have of fairness and justice? None.

In France, as I mentioned, President Sarkozy (Zionist) is a long-time asset of Mossad, the Rothschild enforcement agency masquerading as the intelligence agency of Israel. Mossad has been implicated in terror attacks and other horrors all over the world because it represents the Rothschild global agenda and not the people of Israel.

The Los Angeles Times columnist Joel Stein (Zionist) wrote an article proclaiming that Americans who don't think Jews (Zionists) control Hollywood are just plain 'dumb'.

Stein went on: 'The Jews are so dominant. I had to scour the trades to come up with six Gentiles in high positions at entertainment companies. But lo and behold, even one of that six, AMC President Charles Collier, turned out to be a Jew! ... As a proud Jew, I want America to know of our accomplishment. Yes, we control Hollywood.' And not only Hollywood. Shahar Ilan, a daily features editor with the leading Israeli newspaper, Ha'aretz, wrote: 'The Jews do control the American media. This is very clear, and claiming otherwise is an insult to common knowledge'.

John Kerry and the Iranian Connection

Susan Akbarpour is an intermediary between Rafsanjani the former Iranian President and John Kerry. John Kerry's real name is Cohen and he is a polish Jew.

Among John Kerry's top fund-raisers were three Iranian-Americans who have been pushing for dramatic changes in U.S. policy toward the Islamic Republic of Iran. Most prominent among them is Hassan Nemazee, 54, an investment banker based in New York.

Nominated to become U.S. ambassador to Argentina by President Bill Clinton in 1999, Nemazee eventually withdrew his nomination after a former partner raised allegations of business improprieties.

Nemazee was a major Clinton donor, giving $80,000 to the Democratic National Committee (DNC) during the 1996 election cycle and attending at least one of the famous White House fund-raising coffees.

In 2001, at the invitation of Mobil Oil Chairman Lucio Noto, whom he counts as a "personal friend," Nemazee joined the board of the American-Iranian Council (AIC), a U.S. lobbying group. Nemazee tells Insight he "now regrets" having joined the AIC board and resigned his position after 12 months when he was vilified by Iranian exile groups. "I've never, ever given a speech suggesting rapprochement with the regime," Nemazee tells Insight. "Kerry is not calling for a resumption of relations with Iran, nor is he ignoring the regime's human-rights abuses, its ties to terror, or downplaying the nuclear issues. I haven't seen that he's said anything to date that warrants all the concern."

But Nemazee also acknowledged that he was rethinking his position in the wake of the parliamentary elections in Iran. "There is a legitimate argument to be made that the regime has crossed a line and shown they are undemocratic and incapable of reforming," he says, "and so there is no benefit to relations or to trading with them."

The Kerry camp has identified Nemazee as having raised more than $100,000 for the senator's campaign. A Nemazee friend in Silicon Valley, Faraj Aalaei, has raised between $50,000 and $100,000 for the Kerry campaign. Aalaei has worked in the telecommunications industry for 22 years and is the chief executive officer of Centillium Communications, a publicly traded company.

Aalaei married a 35-year-old recent immigrant from Iran named Susan Akbarpour, whom the Kerry campaign also lists as having raised between $50,000 and $100,000 for the campaign.

In just six years since coming to the United States on a tourist visa from Iran, Akbarpour has started a newspaper, a magazine and a trade association whose goal, she tells Insight, is to get sanctions lifted and promote U.S. business and investment in Iran.

"Susan Akbarpour was a journalist in Iran, where she was close to Faezeh Hashemi, the daughter of [former president Ali Akbar] Rafsanjani," says student activist Aryo Pirouznia. "She has done programs on Iranian television praising Faezeh Hashemi, and demonstrated against pro-freedom groups in California when Iranian Foreign Minister Kamal Kharrazi came to Los Angeles in September 2000."

Rafsanjani's daughter was a member of the Iranian Parliament. Her faction, while hailed as "reformists" by pro-regime activists, has never pressed for an end to clerical rule and is widely believed to have served as a foil for hard-liners such as Hashemi's own father. Akbarpour's latest trade effort, SiliconIran, was planning to host a gala at the Ritz Carlton's Laguna Niguel resort in Orange County, Calif., on March 3 as Insight went to press. Among the guests will be fellow Kerry fund-raiser Nemazee. "I am an actor in U.S. politics," Akbarpour boasted to Insight in an interview. "I am a fund-raiser for all candidates who listen to us and our concerns."

Federal Election Commission records show that Akbarpour contributed $1,000 to the Kerry committee in June 2002 and another $2,000 in June 2003. Her June 2002 contribution to the Kerry campaign appears to have been made before she acquired status as a permanent resident.

One immigration lawyer Insight consulted in Los Angeles doubted that Akbarpour could have obtained an H-1 visa, which is reserved for foreign workers sponsored by U.S. companies that need their specialized skills. "At the time, the INS [Immigration and Naturalization Service] was applying a very strict interpretation of the Iran-Libya Sanctions Act and was not allowing any hiring of Iranian nationals. And you couldn't convert from a tourist visa to an H-1 visa, especially if the tourist visa had already expired." Because the United States has no embassy in Tehran, Iranians seeking to visit the United States must travel to Turkey or the United Arab Emirates to apply for a tourist or student visa, then wait several months while a background check is performed.

 "We have to support the idea that someone who is an American citizen has a right to have their family visit them from anywhere in the world," Kerry told Akbarpour at a Jan. 14, 2004, fund-raiser in San Francisco.

Syrian Kurds has urged the opposition to halt a siege against them by Islamist rebels. Armed Selafist groups entered the region from Turkey supported and facilitated by the Turkish military and regional powers with the aim of destabilising the relatively peaceful region and dragging it into a violent sectarian war.

Since the second attack began on 16 January 2013 armed mercenaries have been using heavy weapons to shell the city killing civilians indiscriminately, many civilian Kurds have been taken as hostages and their houses and properties have been destroyed or looted. Thousands of vulnerable women and children have become displaced through fleeing from the horror.

Since July 2012 the Syrian Kurds have been managing and governing themselves and their region democratically and peacefully. They actively contribute in building a democratic, plural and united Syria where all Syrians can enjoy living together freely and thus regional stability, democracy and peaceful co-existence.

We earnestly call on the UK government and its Foreign Ministry to put pressure on the NATO allied Turkish government to end its foreign intervention by supporting those terrorist affiliated groups that are destabilising the Syrian Kurdish region.

We also ask that the UK's Foreign Minister to persuade the Syrian opposition to end supporting those armed groups and demand their withdrawal from the peaceful Kurdish region and so respect the legitimate Kurdish national rights.

While the United Nations Human Rights Council has determined that the “most serious” standard does not include drug-related offenses, evidence indicates that roughly 70-80%of the executions carried out by the IRI in the past few years are for such offenses. This figure suggests several hundred executions are enforced for drug-related offenses every year: in 2012, at least 580 individuals were executed in total, 670 in 2011 and 650 in 2010.

Saeed Emami ( Saeed Eslami or Shamshiri) was born in Shiraz, central Iran, as Daniyal Ghavami in an Iranian Jewish family. He spent several years in the United States pursuing his studies in Mechanical Engineering.

After completing his higher education, he worked at the Iranian Interests Section in the Pakistan Embassy in Washington, D.C. for one year and at Iran's mission to the United Nations for another year. At that time he was recruited by Iranian intelligence and after his return to Iran he went directly to the Ministry of Intelligence.

When Mohammad Mohammadi Reyshahri was serving as the Minister of Intelligence, Saeed Hajjarian, the Director General of the Intelligence Ministry voiced opposition to the appointment of Saeed Emami to key posts at the ministry because of his family records. But in 1989, Ali Fallahian replaced Reyshahri as Minister of Intelligence and appointed Saeed Emami as his deputy for security affairs immediately after assuming his post. He remained unknown to the public until the fall of 1998, when it was declared that Dariush Forouhar and his wife Parvaneh Eskandari Forouhar, leaders of Mellat Iran, an Iranian opposition party, were found dead at their house in southern Tehran.

Several weeks later, the Ministry of Intelligence officially declared that their deaths were murders and that rogue members of the intelligence ministry were responsible and had acted without the approval of the then-minister, Ghorban Ali Dorri-Najafabadi. According to the general military prosecuter, Emami was the primary leading figure in these political killings.

In late 1999, the press revealed that Emami was directly responsible for the “Serial Murders” in the 1980s and 1990s including: Saidi Sirjani's mysterious death, the Mykonos restaurant assassination scandal, an unsuccessful attempt to drive the bus of 21 Iranian journalists off a precipice on their way to Armenia, the unexpected death of Ahmad Khomeini (Khomeini's son), the murders of Mohammad Jaafar Pooyandeh, Mohammad Mokhtari, Peerooz Davani, and Majid Sharif.

Later on, a videotape of his speech at the University of Hamadan was published in which Emami enthusiastically promotes his Islamist perspective on social issues. Emami was also responsible for the assassination of dozens of dissidents abroad. I also met Mostafa Kazemi (a.k.a Sanjari, Emami's deputy), Amir Hossein Taqavi (responsible for counter-PMOI operations in the Intelligence Ministry) and Hossein Shariatmadari (a Revolutionary Guards brigadier and Supreme Leader Ali Khamenei’s representative at the government-owned Kayhan newspaper). My contact with the Ministry was a man by the name of Reza who was an assistant to Saeed Emami. It was revealed later that his name was Morteza Qobbeh. He was Emami's deputy and had the task of recruiting those who had left the Mojahedin Organization.”

An Australian Broadcasting Company interviewer asked Clinton on January 31 of last year: “If you have issues with the government of Iran, why destroy the Iranian people with the current sanctions in place? It's very difficult to find certain medicines in Iran. Where is your sense of humanity?” What the Clinton interrogator had in mind, she explained later, were the US-led sanctions reducing Iran’s GDP growth (-1.1% GDP) resulting in an inflation of 21.0% that is being felt mostly by the civilian population.

As well as periodic food shortages in the supermarkets of such staples such as rice, there are price rises on everything. For example, per page printing for students is up as much as 400% and the cost of a used car up 300%. In general, supermarket items have risen 100 to 300 percent or higher over the past twenty-four months and, devastating for many, certain lifesaving medicines are no longer available.

A senior Obama administration official described the latest step as “a significant turning of the screw,” meaning that the people of Iran face a “stark choice” between bowing to US demands and reviving their oil revenue, the country’s economic lifeblood or more and more sanctions will follow until they do.

This targeting of Iran’s and Syria’s civilian population by US-led sanctions is a massive violation of the principles, standards and rules of international law and their most fundamental underpinnings which is the protection of civilians.

Some examples:

The 1977 Additional Protocols to the 1949 Geneva Conventions prohibit any measure that has the effect of depriving a civilian population of objects indispensable to its survival. Article 70 of Protocol I mandates relief operations to aid a civilian population that is “not adequately provided” with supplies and Article 18 of Protocol II requires relief operations for a civilian population that suffers “undue hardship owing to a lack of supplies essential for its survival, such as foodstuffs and medical supplies.”

Prohibition on Starvation as a Method of Warfare

• Under international humanitarian law, civilians enjoy a right to humanitarian assistance during armed conflicts.

• Art. 23 of the Fourth Geneva Convention obligates states to facilitate the free passage and distribution of relief goods including medicines, foodstuffs, clothing and tonics intended for children under 15, expectant mothers, and maternity cases.

• Art. 70 of Additional Protocol I prohibits interfering with delivery of relief goods to all members of the civilian population.

• US-led sanctions are prohibited by the principle of proportionality found in Arts. 51 and 57 of Additional Protocol I.

• Under the terms of Art. 3 common to the 1949 Geneva Conventions, humanitarian and relief actions must be taken. Pursuant to Art. 18(2) of Additional Protocol II, relief societies must be allowed to offer their services to provide humanitarian relief

The Rights of the Child

One of the groups most vulnerable to US-led sanctions in Syria and Iran are children. The rights of children are laid down in the United Nations Convention on the Rights of the Child, 1989, which currently stands as the most widely ratified international agreement. Most relevant in the context of the US-led sanctions are Arts. 6 and 24 of the Convention, according to which every child has the inherent right to life and the right to the highest attainable standard of health and access to medical services.

If "terrorism" means, as the United States government defines it as the targeting of civilians in order to induce political change from their government, what is it called when the American government itself applies intense economic suffering on a civilian population, causing malnutrition, illnesses, starvation and death in order to induce regime change?

The US-led sanctions against Iran and Syria are illegal, inhumane, ineffective, immoral and outrageous. They must be resisted every day by every person of good will, everywhere, until they are withdrawn.

When Yarmouk Camp Fled to Shatila, by Franklin Lamb. Virtually all the Palestinian camps in Syria, from Deraa in southern Syria, to Neirab near Aleppo are currently being targeted by occasional random shelling and frequent sniping.

Yarmouk Palestinian Camp, Damascus History is nothing if not interesting. And that it most definitely is. Today, Palestinian refugees are being severely punished in Lebanon and deprived of their most elementary civil right to work or to even own a home. This massive volition of international humanitarian law is partially being inflicted out of revenge for some Palestinian refugees’ alleged short-term involvement in Lebanon’s civil war back in 1975–nearly four decades ago.

Today however, Palestinian refugees are being severely punished in Syria out of revenge by jihadst factions and others, for not becoming involved in the current Syrian civil war as they insist on staying out of this incredibly tragic mess. Some Palestinian teenagers here in Damascus call it “Yarmouk-Shatila,” as in: “Our neighbors or friends had to escape from Syria and are now in Yarmouk-Shatila camp” in Lebanon.

Shatila was probably the most grotty, tightly packed sardine-canned camp of the 12 in Lebanon and of the 59 in the region, even before 600 more families arrived recently, with more arriving daily. To date, approximately 38,000 Palestinians have fled to Lebanon, another 5,000 to Jordan, 9,000 to Egypt, and thousands more to Iraq and Turkey. Jordan blocked Palestinian refugees fleeing Syria from entering eight months ago and those who did are now essentially incarcerated, according to AUB Professor Rosemary Sayigh and are prevented from moving outside the camp unless they return to Syria, perhaps facing death.

In Egypt, Palestinians fleeing Syria have found that the host country is blatantly discriminating against them–a policy left over from the Mubarak era and upheld by the Morsi government. Today, a Palestinian refugee from Syria may only enter Egypt if she or he flies directly from Damascus to Cairo’s airport–an impossible condition given that the Damascus airport is routinely closed. Currently, no passenger airlines are flying out of Damascus airport except sometimes Syria Airline to a few destinations. Any Palestinian refugee arriving from Turkey or Lebanon or anywhere else is detained at the Cairo airport and pressure applied on them until they agree to return to Syria.

When Egyptian authorities have forced these refugees onto planes back to Lebanon or Turkey, those authorities refuse entry and force them back to Egypt. Truth be told, Palestinian refugees from Syria are not welcomed in most Arab League countries and particularly not in the Gulf countries, although in past years Palestinian refugees helped build these countries and their economies. They would do the same for Lebanon if allowed to work.

Palestinians fleeing to Lebanon are mainly from Yarmouk camp in south Damascus but many also arrive from Syria’s Palestinian refugee camps at Sbeineh, Jaramana and Khan Eshieh, all established in 1948-9 following the massive, criminal ethnic cleansing of Palestine.

Virtually all the Palestinian camps in Syria, from Deraa in southern Syria, to Neirab near Aleppo are currently being targeted by occasional random shelling and frequent sniping. Just last week, on the first of April, Grad rockets and mortar shells showered some of the main streets in Yarmouk killing at least 16 Palestinian refugees and wounding more than 30.

A Palestinian woman and her four children were also wounded in the near-by Al-Husseiniya refugee camp. As of yesterday, the situation in Yarmouk stands approximately as follows.

The south-west corner of the camp is increasingly under the control of “rebels.” Their control appears to be spreading as reinforcements sneak in and their ranks swell a bit from defections from camp “popular committees.” Sniping and clashes appear to be spreading also. The Ahmed Jebril-led Popular Front for the Liberation of Palestine-General Command, which was largely expelled two months ago and their weapon stores taken over by Al Nusra fighters, currently has some fighters back in the camp. The only way to enter Yarmouk currently is from the north side of the camp from the “Melon Square” crossroads. The Syrian army has loosely encircled Yarmouk but in certain places they will allow passage inside with a warning.

This observer senses that these increased assaults on Yarmouk, are an effort to get the Palestinians involved in the current crisis which virtually all Palestinians want to avoid. Some of those fleeing for their lives to Lebanon are also from the other Palestinian refugee camps in Syria: Latakia, Ein al-Tal, Qabr Essit, Neirba, Khan Dunoun, Homs, Hama, and Deraa. In addition to seeking refuge in Shatila, they are entering Lebanon’s other camps including Beddawi, Nahr al Bared, Burj el-Barajneh, Burj el-Shemali, Dbayeh, Ein el-Helweh, El-Buss, Mar Elias, Mieh Mieh, Rashidieh, and Wavel, the latter also known as Jalil, near Baalbek in the Bekaa valley close to the Syria-Lebanon border.

In addition, according to UNWRA, as well as personal observations, tens of thousands of Palestinians have been displaced inside Syria and are currently living wherever they can, unable to flee to neighboring countries for various reasons including lack of money. These comprise part of the approximately 3.6 million displaced refugees inside Syria. According to the March 8 weekly report of the U.N. High Commissioner for Refugees (UNHCR) the number of registered refugees reached 12,000 during the past week, with 262,000 refugees already registered and 140,000 in the process of being registered, for a total of more than 400,000 Syrian refugees in Lebanon.

The report said that there are currently 113,000 Syrian refugees in Northern Lebanon, 99,000 in the Bekaa, 28,000 Beirut and 20,000 in Southern Lebanon. Among these figures are thousands of Palestinians. When asked why they have not provided more help for the Syrian and Palestinians refugees, various UN agencies explain that they do what they can, but, typically offer explanations such as the one given on April 5th by Marixie Mercado, spokeswoman for the UN Children’s Fund (UNICEF), during a news conference in Geneva:

“The needs of the refugees are rising exponentially, and we are dead broke…The number of people fleeing Syria, the world’s worst refugee crisis has repeatedly outrun the UN’s expectations. The 1.25 million refugees, three-quarter of them women and children, is 10 percent higher than had been expected by June with no end in sight.”

Concerning UNWRA. It’s an easy target for grousing and it is, in fact, sometimes a bit frustrating to work with due to its cumbersome bureaucracy. For the past five weeks Palestinian refugees from Syria have been camping outside UNRWA’s Lebanon Branch Headquarters across the highway from Shatila camp. They are urging more help as some explained to this observer last week.

The tents have signs on them reading “From Palestinians in Syria: We request: That UNWRA Obtain the Housing and Health, Education and Nutrition Services.” The large banner is signed: “The Palestinians Displaced from Syria.”

But it’s never been easy for UNWRA which has been in the cross hairs of the Zionist lobby since its creation in 1949. The most recent pledge of groups like AIPAC is to disband it. Elements of the lobby intend to have the US Congress declare that the American government does not recognize any Palestinian refugee but the original ones from the 1947-48 Nakba. At the same time the lobby has organized a campaign to draft legislation to end the automatic transmission of refugee status to the descendants of Palestinians that has been the policy of the international community and the UN since 1948.

One of the leaders of this anti-UNRWA project is Daniel Pipes, the anti-Muslim and anti-Arab organizer of CampusWatch which, as Professor Rosemary Sayigh reminds us, has since 2002 mobilized students in US universities to report on faculty and even staff who support the Palestinians. Pipes declared recently that “the current approach by UNRWA creates a narrative of victimhood and leads to extremism”.

Some reporters who attended a recent anti-UNWRA conference in New York, reported that the organizers, led by Israel’s envoy to the UN, Ron Prosor, will be urging Congress to enact a law specifying that “the US will only consider as a Palestinian refugee someone who was personally displaced as a result of the 1948 or 1967 Arab-Israeli conflicts, and who is not firmly resettled in another country.”

This language is similar to an amendment presented in the Senate last May by Illinois Republican Senator Mark Kirk. The amendment was approved by the Senate Appropriations Committee but did not become law when the larger bill to which it was attached failed to pass in the Senate.

AIPAC pledges to continue this campaign. The intention of the initiative is that when the last of these Nakba and Naksa refugees die–the sooner the better–the issue will be solved. Presto! No more of those troublesome Palestinian refugees.

When a refugee family arrives in Lebanon and registers for help with UNWRA (the backlog to get an interview in Lebanon at the Lebanon Field Office is currently close to six months and some refugees interviewed by this observer at the Shatila Camp Youth Center on April 2nd reported that, given the delay, they could not wait and have essentially given up on UNWRA–some risking their lives and returning to Syria. Assuming all their documents are in order, a family of four will received $150..a larger family will receive $200. It should be noted that the average taxi fare for Palestinians from Damascus to Beirut is now $110, up from around $16 pre-conflict. War profiteering again.

Then there is the $17 per person (children aged 7 and under exempted), 90-day Lebanon “visa fee,” for which no social services are provided by the government of Lebanon. Earlier, UNWRA renewed the cash grants for another month but has recently announced it cannot continue this aid due to lack of cash, leaving Palestinians from Syria now essentially on their own. Palestinians from Yarmouk and elsewhere in Syria are currently relying on their countrymen in Shatila and other camps.

UNRWA’s current Response Plan calls for $26.85 million of which only $19.04 million has been received as of April 5th. Even UNWRA schools in Lebanon are now maxed out for those Palestinians from Syria who could adjust to the UNWRA curriculum in Lebanon given that language and methodology are different in Lebanon than the system used in Syria. Most Palestinian refugees from Syria are not enrolled in school.

Another UN aid agency, the UN High Commission for Refugees (UNHCR) is also stretched beyond its limits and giving no aid to Palestinian refugees because it claims its mandate excludes Palestinians since UNWRA was set up specifically to help Palestinian refugees until their return to Palestine. But UNWRA, under an increasing barrage of assaults from the Zionist lobby, as has been the case since its founding in 1949, is also out of cash and cannot do much for Palestinians being forced into Lebanon.

In fairness to UNHCR, some local administrators do bend the rules and discretely do what they can, as they are, after all, humanitarians and no human being this observer has happened across can witness the carnage being inflicted on innocent civilian victims without wanting to help them, irrespective of their political views or who they hold responsible for the slaughter.

Yet, UNHCR’s official policy of not including Palestinian refugees in its mandate should be immediately changed. UNHCR’s current hands-off policy flagrantly violates the international legal principle of “non-refoulement  (the act of refusing entry or aid to refugees whose lives are endangered). The refoulement requirement is enshrined in the 1951 Convention Relating to the Status of Refugees, is required by the 1967 Protocol and Art 3 of the 1984 Torture Convention and is required by international principles, standards and rules of accepted customary law as well as trucial Law of Nations (forbids the rendering of victims to their persecutors) agreed to by certain tribal states in the Middle East as far back as the 19th century.

Professor Rosemary Sayigh, at the beginning of her recent brilliant lecture in Berlin, quoted Thomas W. Hill’s observation: “Palestinians never seem to have the luxury of digesting one tragedy before the next one is upon them.” All too true. But at the Shatila refugee camp in Lebanon as well as the other 11, Palestinians are receiving and helping their countrymen to the best of their capacity until they can return to their still-occupied country.

That, history teaches us, they will eventually do.
