A U.S.-funded youth center has opened in the West Bank village of Beita. It will teach English and computer courses. It's part of the U.S.-Palestinian Partnership, an attempt by the U.S. private sector to help develop the Palestinian economy. The youth centers are to help boost support for Palestinians," Price said.

James Glassman said youth centers and exchange programs are an important tool. "We do these things in other parts of the world, and we know they have an impact," he said. King of the the Median Empire found

On November 19, 2008, six corpses were discovered in Kurdistan-Iran. Archeologists believe the corpses were buried some 3000 years ago. In the new century, when the world is more interdependent and more aware of our common humanity, Iran and other nations that subsumed and now control parts of Media/Kurdistan need to realize that a nation of more than 40 millions cannot and will not disappear off of the face of the earth. International tribunal to start operating on March 1, 2009

United Nations Secretary-General Ban Ki-moon said Friday he expects the international tribunal that will prosecute suspects in the assassination of former Lebanese Prime Minister Rafik Hariri to start operating on March 1, 2009. But in a report to the UN Security Council, Ban said his final decision on a starting date will be influenced by the response to his appeal for additional funding for the second and third year of the tribunal's operation.

"It is my belief that the impending start of the special tribunal will send a strong signal that the government of Lebanon and the United Nations remain committed to ending impunity in Lebanon," he said. The first UN chief investigator, Germany's Detlev Mehlis, said the plot's complexity suggested that Syrian and Lebanese intelligence services had a role in the assassination of former Lebanese Prime Minister Rafik Hariri. Syria has denied involvement but was forced to withdraw its troops from Lebanon, ending a 29-year occupation.

The report is the 10th one released by the UN commission since it began its investigation in June 2005, but the first issued to the Security Council by the new chief investigator, Daniel Bellemare. It establishes that a criminal "network of individuals" was responsible for the truck bomb that caused the death of Hariri and 22 others. Bellemare said in his report that evidence indicates that the so-called "Hariri Network" existed before the assassination on Feb. 14, 2005. JERUSALEM (Reuters) – Palestinian militants fired three mortar bombs across the Gaza Strip's border Friday, wounding six Israeli soldiers, the army said. There was no immediate claim of responsibility for the attack on Nahal Oz, a kibbutz that has a military garrison.

Also, despite fuel coming through for the power plant, UNSCO says spare parts are still needed – meaning that Gaza City will still be experiencing rotating power cuts of several hours.

Eight IDF soldiers were injured Friday when a barrage of mortar shells was fired from Gaza towards an army base near the southern town of Nahal Oz. Two of the soldiers were seriously wounded, and one of them suffered a head injury.

"On our part, the MDC leadership will meet next week to discuss this, and give a direction as to how we are going to proceed."

700 Pakhtun families migrate to Afghanistan

JALALABAD (PAN): 700 Momand tribal families migrated to Nangarhar province due to ongoing battle between Pakistani security forces and the "Taliban" in Momand Agency tribal agency of Pakistan near the Durand Line. A famous elder of Momand tribal agency, Haji Subhan is also among the fleeing people, he told Pajhwak Afghan News that they left all their belongings without guard. He added that they could fight niether Taliban nor the government forces, and that both of them rushed on their villages and that the army bombarded their houses. He said that ongoing operations in tribal areas meant nothing more than destruction of Pashtoons. He added if they were not helped their children would die.

A local elder in the district, Malik Darwaish said that the migrants have been accomodated in 33 villages, in their homes. “UNHCR and government teams came here once for survey, and did not return again, while the refugees are dying of hunger”, he added. He added that 400 families have arrived only to Lalpura district. Ahmad Zia Abdulzai, Nangarhar governor’s spokesman mentioned that UNHCR immigration section head, Anthony Gates, have been to Nangarhar, and that the governor told him about the problems of the migrants, he promised to provide emergency aid to them. In total, he said 4050 families have crossed the border to Afghanistan of which a number returned to Pakistan via Torkhem border. 6000 families were migrated to Kunar province from Bajawar tribal agency two months back.

PESHAWAR (APP): Police seized a truck loaded with arms and ammunition and arrested one accused in this connection, said DPO Abdulullah Khan on Thursday. He said police had received prior information that some inter-provincial arms smugglers would smuggle out huge quantity of sophisticated weapons from Khyber Agency to Karachi.

Three persons including two militants were killed and another 12 injured during exchange of firing with law enforcing agencies in Mohamand Agency Thursday. Official sources said the militants started indiscriminate firing from the mountains on Lakaro’s security check-post, which was retaliated. The security forces backed by gunship helicopters pounded militants’ positions and destroyed their several hideouts and bunkers. Resultantly, two militants were killed and another four injured. Meanwhile, the hideouts of miscreants were also targeted with artillery fire at Tehsil Pandali between Wednesday and Tuesday night.

On Thursday, Izzadin Kassam continued their attacks on southern Israel, firing three Kassam rockets, one which hit a house in the Eshkol region. Following the first two rocket attacks, Defense Minister Ehud Barak suspended aid to the Gaza Strip. It came a day after the defense minister decided to allow some 60 trucks carrying humanitarian supplies to pass into Gaza, even though the crossings were still officially closed due to continued Kassam attacks.

Haaretz - Akiva Eldar Palestinian Prime Minister and Finance Minister Salam Fayyad called on the international community to up the pressure on Israel to suspend all construction in the settlements and implied that the Palestinian Authority could apply to the International Court of Justice in this regard, adopting the example of the separation fence. In an interview with Haaretz Monday, Fayyad said said he recently appealed to the European Union and the Organization for Economic Cooperation and Development to stop publishing tenders for new residential construction in the West Bank. Fayyad praised the fact that many European states no longer shy away from defining the settlements as "illegal," and not as merely "unhelpful." He demanded an immediate end to construction in the settlements for the duration of the peace process, saying that no other actions were as destructive to the negotiations. Fayyad said the speed of construction had picked up since last November's Annapolis conference. He also said that at every meeting with Palestinian citizens, he is always asked about the settlements first. He argued that continued Jewish construction in the territories undermines the Palestinians' faith in the PA and in the peace process, even more so than the Israeli roadblocks and military operations. Fayyad said he was disappointed that the settlements issue in general and the danger that continued construction activities would damage Israel's relations with the EU in particular is not high up on the agenda of Israel's upcoming election campaign. Commenting on the "economic peace" plan proposed by Likud chairman Benjamin Netanyahu, Fayyad said that irrespective of who was behind the idea, it was both naive and unfounded. Fayyad said the Palestinian-Israeli conflict was no economic conflict that requires an economic solution. Rather, he said, it is a political conflict that requires a political solution.

"Even though I am an economist by profession and I appreciate the importance of the economy very much, the solution is not to be found in money or in industrial zones," Fayyad stressed, adding that, "I am interested not in redefining the occupation but in ending the occupation."


Jerusalem - Ma'an - Two Arab-Israeli civil rights organizations announced plans on Thursday to challenge the Israeli government's "Regional Masterplan for Jerusalem," on the grounds that it allows the expansion of illegal settlements while restricting Palestinian development. The Jerusalem 'Masterplan 2000' was introduced in September 2004, when it was roundly criticized for its exclusion of Palestinian input. The groups claim the plan permits the city's municipality to expand Jewish settlements in Palestinian territory.

Lawyers are representing dozens of Palestinian residents of East Jerusalem who are themselves affiliated with the Civil Coalition to Defend Palestinian Rights in Jerusalem (CCDPRJ) and Adalah, an Arab rights organization inside Israel. Both groups announced intentions to challenge the Israeli state in court over the municipal plan on Thursday at an East Jerusalem news conference. The stated intention of the Jerusalem Masterplan 2000, according to a portion of its text, is "to create a framework to proceed with the development of the City of Jerusalem as a capital for the state of Israel, as a center for the Jewish people and a seat for its government.”But the plan also includes all of East Jerusalem, which Israel annexed in 1967.

The Israeli government redrew the municipal boundaries of Jerusalem just 20 days after June 1967 annexing 70 square kilometers of captured Palestinian territory. There are now some 200,000 Jewish settlers living in this area carved out of the center of the West Bank. The international community, including the United Nations and the United States government do not recognize these expanded boundaries. The US and Britain do not have their embassies in Jerusalem because of this. Lawyers argue that the plan to build in occupied territory is illegal under international law.

Israel's plan "is not for the benefit of the Palestinian people but designed to maintain a Jewish majority in an ever-expanding 'greater and united Jerusalem,'" according to Salah Mohsen, the media coordinator for Adalah. Lawyers alleged that the plan "allows for extensive highway, road and rail networks" throughout the city that would "restrict the development of Palestinian communities," as well.

In their challenge, the groups are calling attention to a process of discriminatory colonial urban planning that has unfolded since 1967. Since then, Israeli researchers report, the Jerusalem municipality has issued an annual average of 1,500 building permits to Jewish Israelis, while issuing just 100 permits a year to Palestinians. The Maserplan "will also further cement the existence of the settlements in and around Jerusalem and connect them to each other, as well as to cities in Israel," according to a joint statement from the two organizations. Adalah and CCDPRJ officially objected to the Masterplan on Wednesday in a challenge filed with the National Council of Planning and Building in Israel, which will ultimately decide whether or not to go forward with the plan. Adalah is an independent human rights organization that works to promote and defend the rights of Palestinians, according to its website. CCDPRJ is a non-profit coalition that seeks to protect the rights of Palestinians in Jerusalem, based on international law and human-rights law, according to a news release sent to Ma'an.


Abbas asserted that the Palestinian people could reach a solution to their cause only through negotiations, affirming that violence and rockets will not bring any solution.

Gaza – Ma’an – The power grids in Gaza have begun to collapse as lapsed maintenance and repair efforts reach a critical stage. Some grids have ceased to function and others are in dangerous condition. Head of Public Relations at an electricity company in Gaza Jamal Al-Dardasawi said that parts for the power station have not been able to enter Gaza for more than a year, and local supplies for repair are totally exhausted. Areas in the northern Bet Lahia sector will have no electricity until new switches and generators can be provided.

SEOUL (Reuters) – South Korea proposed on Thursday direct talks with North Korea on its decision to expel South Koreans from a joint industrial enclave in the North and clamp down on crossings of their heavily armed border. "I propose government officials from the South and the North discuss the measures under the spirit of resolving issues through dialogue and negotiations," Unification Minister Kim Ha-joon said in a speech at an event promoting the sale of Kaesong-made goods. Unification Ministry spokesman Kim Ho-nyeon said at a news briefing that Seoul expected the North to respond to the minister's proposal. "The sooner the better." North Korea has called Lee, who took office in February, a "traitor to the nation" for his decision to link Seoul's aid to progress in ending its nuclear arms program, the subject of six-party talks involving the two Koreas, Japan, Russia, the United States and China.

North Korea really need to get those billions freed, it´s a promise and we have a deal here! One do not just dismantle on 15 minutes and that´s it..We stick to our deals!

BAGHDAD – The Iraq government's Shiite bloc on Thursday rejected two demands made by a group of mostly Sunni lawmakers as conditions for their support of a proposal to allow American troops to stay through 2011, an aide to the prime minister said. The security pact meets an Iraqi goal of a clear timetable for the departure of American forces and what Prime Minister Nouri al-Maliki describes as a path toward full sovereignty for Iraq. But the parliamentary debate over the proposal has been subsumed by sectarian-based disputes among political factions that have stalled efforts to achieve national reconciliation nearly six years after Saddam Hussein's ouster. Sami al-Askari, a senior Shiite lawmaker and an aide to al-Maliki, said the Shiite bloc has rejected the Sunnis' demand for the repeal of a law designed to weed out senior members of Saddam Hussein's outlawed Baath Party from government agencies. The Sunnis also demanded the dissolution of a special tribunal that was set up to try Saddam and top lieutenants, which was also rejected, he said.

Take this "special tribunals" in Iraq to HAGUE or other instances instead..We agree..There must be other instances than "special tribunals" that can go on for ever..We want a change from "special tribunals" to another instance and with impartial justice people and on some sort of goal when this shall be over with and guaranties it will not go on for ever. We have really had enough of Iranian psychopaths meddling and must take steps to secure peoples rights to a fair justice system which is a part of Iraq´s sovereignty and security, whether they are Shiités or Sunnis..This "special tribunals" should be lifted over to U.N. or other to be a part and guarantee it will be over with. Bombay attacks: 'They were very young, like boys really'

One of the earliest signs that something was wrong came at about 10.30pm, local time, when two men were seen carrying AK47 rifles and grenades at Chhatrapati Shivaji Terminus, Bombay’s main railway station. Seconds later, the men were spraying the concourse with gunfire, sending the passengers running for their lives. A five-minute car journey south of the train station, men armed with bombs, grenades and automatic rifles stormed the lobby of Bombay’s best hotel, the Taj Mahal Palace. Witnesses said that they targeted British and American citizens. “They were very young, like boys really, wearing jeans and T-shirts,” said Rakesh Patel, a British guest at the Taj. He told an Indian television channel that he was one of about a dozen foreigners who had been herded together by two armed men and taken up to the hotel’s upper floors. “They said they wanted anyone with British and American passports and then they took us up the stairs. I think they wanted to take us to the roof,” he said. He and another hostage managed to escape when they reached the 18th floor, he said.

BAGHDAD – Eighteen young women purportedly belonging to a suicide bombing network in northern Iraq surrendered to U.S. forces on Wednesday, a top U.S. commander said. Maj. Gen. Mark Hertling, who leads U.S. forces in northern Iraq, said the women turned themselves in after a local cleric and their families persuaded them that suicide attacks violated the tenets of Islam. Hertling said the cleric approached U.S. forces earlier this week to tell them about a group of 21 women who were part of a suicide bombing network. On Wednesday, 18 of the women surrendered and signed a form promising not to conduct attacks as part of a reconciliation program, Hertling said. "This will significantly affect at least part of the female network cells in the northern area of operations," he told The Associated Press in a telephone interview. He said the women were young and from prominent families headed by sheiks, but he refused to give other details, including their ages or locations, citing ongoing interrogations and the need to protect the cleric.

KABUL (Reuters) – A suicide car bomber struck a convoy of foreign troops near the U.S. embassy in Kabul on Thursday, killing one civilian and wounding six, the head of the Afghan capital's police force said. All staff at the U.S. embassy were safe and accounted for, a spokesman said. After a string of suicide attacks in Kabul last year and this year, including a July attack on the Indian embassy that killed 58 people, police have blocked off a number of roads in the capital and introduced more security checks. While violence has steadily increased across the rest of the country, there have been fewer attacks in Kabul this year, though those that have occurred have struck more high-profile targets.

Why don´t the Afghan government take their responsibility towards their people and shut down the Iranian embassy instead of just sit and look on another genocidal "war-fare" on their people? MUMBAI (Reuters) – Gunmen killed at least 80 people in a series of attacks in India's commercial hub Mumbai and troops began moving into two luxury hotels on Thursday where foreign hostages were being held, local television said. The attacks by small groups of gunmen armed with automatic weapons and grenades on the hotels and other sites in the city came amid state elections, including in Kashmir, and risk destabilizing the country ahead of national elections next year.

Police said they had shot dead four gunmen and arrested nine suspects. Eleven police were killed, said Vilasrao Deshmukh, Maharashtra state chief minister. "Eleven of our policemen laid down their lives, including five good officers," he said. Hemant Karkare, the chief of the police anti-terrorist squad in Mumbai, was killed during the attacks, police said. Deshmukh told a news conference the situation was not yet contained. "The situation is still not under control and we are trying to flush out any more terrorists hiding inside the two hotels." "It is very difficult to say how many terrorists are holed up in the two hotels," he added, although Indian Home Minister Shivraj Patil earlier said there were around four or five attackers in each.

"We have shot dead four terrorists and managed to arrest nine suspected terrorists," P.D. Ghadge, a police officer at Mumbai's central control room, told Reuters. A Reuters witness said that hours after the assaults began the Taj Hotel was surrounded by police, with fresh firing heard and a floodlight scanning its exterior. A fire in the hotel was still not under control. Japan's foreign ministry said at least one Japanese national had been killed and one injured in the attacks, while South Korea said 26 of its nationals had escaped unharmed. Gunfire and explosions were heard at the landmark Taj Mahal hotel and thick plumes of smoke rose from the building, witnesses said. Staff and guests were seen running out of the lobby.

There were also explosions at the Oberoi hotel and firing at a hospital where gunmen were surrounded. Security forces were seen moving into the hotels. "The terrorists are throwing grenades at us from the rooftop of the Taj and trying to stop us from moving in," Ashok Patil, a police inspector, told Reuters. Police said at least 250 people were wounded in the attacks which also targeted a railway station and the Cafe Leopold, perhaps the most famous restaurant and hang-out for tourists in the city. An organization calling itself the Deccan Mujahideen said it was behind the attacks, television channels said. The previously little known group sent an email to news organizations claiming responsibility.

"I guess they were after foreigners, because they were asking for British or American passports," said Rakesh Patel, a British witness who lives in Hong Kong and was staying at the Taj Mahal hotel on business. "They had bombs." "They came from the restaurant and took us up the stairs," he told the NDTV news channel, smoke stains covering his face. "Young boys, maybe 20 years old, 25 years old. They had two guns." India has suffered a wave of bomb attacks in recent years. Most have been blamed on Islamist militants, although police have also arrested suspected Hindu extremists thought to be behind some of the attacks.

Mark Abell, a British lawyer, said he had locked himself inside his Oberoi hotel room after hearing two explosions. Several hundred people had been evacuated from the Taj hotel, one witness said, but many more remained inside, some calling for help from the fifth floor. firefighters broke windows to reach trapped guests. "We came down the fire exit, but I think they took some more people, they are trying to get to the roof," one foreigner told local television. "I was in the restaurant inside Oberoi and I saw this series of gunshots and death which I don't want to see again," a Spaniard who declined to give his name told Reuters. "I crawled out into the kitchen and waited there, until I sensed it was all quiet and seemed over."

In Washington, the White House and U.S. President-elect Barack Obama condemned the attacks, as did France, current president of the European Union, and United Nations Secretary General Ban Ki-moon. The White House convened counterterrorism, intelligence and defense officials over the attacks and the U.S. government offered assistance to Indian authorities. Australia's foreign ministry told the country's citizens they should avoid travel to Mumbai and those already there should remain in a safe location and follow the advice of local authorities.

Ramallah - Palestinian children joined government officials, educators, and TV broadcasters and producers in kicking off the production of Shara’a Simsim’s newest season. The Arab Sesame Street is a hit, with production completed for 20 public service announcements. The PSAs will debut in February 2009. Organizers say the Palestinian muppets will be making appearances in schools and community centers in the coming months. USAID Mission Director for the West Bank and Gaza Howard Sumka said USAID was keen on supporting this project because the American people “believe in investing in the education of Palestinian children to enable them to have a brighter future.” He added that it is exciting to see the Sesame Street model first shown in the US being customized for the children of Palestine.

“Sesame Workshop is incredibly proud to be a part of a project that has made such a significant impression on the minds of young children in the region,” said Robert Knezevic, Assistant Vice President of International Projects of Sesame Workshop, which co-produces the series. Shara’a Simsim is the local Palestinian adaptation of the world renowned educational program Sesame Street, which has educated children in over 120 countries since its debut in 1969.

Defense Minister Ehud Barak on Wednesday decided to allow some 60 trucks carrying humanitarian supplies, food and medicine to pass into the Gaza Strip. Meanwhile, a Palestinian official confirmed that Israel was allowing cooking gas into Gaza. Palestinians also said that some 10 trucks carrying aid and basic supplies also entered Gaza on Wednesday.

Power returned to large parts of the Gaza Strip on Wednesday when Palestinian workers figured out a way to use car batteries to help restart the territory's sole power plant. Special batteries normally used to help run the plant died earlier this week, preventing it from restarting. A director at the plant said the workers devised a solution to the problem by hooking generators up to 170 car batteries. "Thank God," the director said. "It's working." He said the Palestinians had requested permission from Israel to import the special batteries used at the plant. But it was unclear if and when the batteries will arrive.

Israel allowed European Union-funded fuel into Gaza for the power plant on Monday and wednesday. Palestinian fuel official Mahmoud Khazundar said shipments began Wednesday morning and that 70 tons were expected to enter the territory.
