“We strive, for example, to rid the world of weapons of mass destruction,” he said. “Recent initiatives and meetings, including last week’s Security Council summit on nuclear disarmament and non-proliferation, have improved prospects for reductions in global arsenals.” Mr. Ban underscored the importance of sustaining this momentum, and called on the international community to press for success at next year’s Nuclear Non-Proliferation Treaty review conference and beyond. “The call to non-violence need not apply only to the use of deadly weapons,” he added. “The United Nations and its grass-roots partners have long campaigned to stop the human assault on our planet.”
Greenhouse gas emissions have long threatened the planet, he said, urging activists everywhere “to turn up the heat on world leaders to seal a deal at the UN Climate Change Conference in Copenhagen in December.”
Hate speech still has the potential to fan fears and tensions between peoples and to eventually lead to real bloodshed, European countries told the annual high-level segment of the General Assembly, urging United Nations Member States to remain vigilant against the problem.
Belgium’s Foreign Minister Yves Leterme told the Assembly that any strategy for conflict prevention must begin with the banishment of any hate speech “attacking the dignity of human beings, of nations, communities, or the right of States to exist.”
In his address to the annual General Debate, held at UN Headquarters in New York, Mr. Leterme noted that “far too often we have witnessed what terrible bloodbaths were caused by incitement of hatred. He stressed that Belgium fully supports the principle of “responsibility to protect,” which requires governments to protect their citizens against genocide, war crimes, ethnic cleansing and crimes against humanity.
The concept of responsibility to protect has become critical, particularly following a surge of civil conflicts and serious human rights violations since the 1990s, Montenegro’s Prime Minister Milo Ðukanović said in his address yesterday. Mr. Ðukanović backed the latest report of Secretary-General Ban Ki-moon on the issue and called on Member States to reach agreement soon on the crafting of appropriate mechanisms within the UN to deal with the issue.
Miroslav Lajcák, Foreign Minister of Slovakia, said the international community was not focused enough on protecting civilians from war crimes and ethnic cleansing. “We also cannot forget our obligation to prevent the incitement of those most serious crimes under international law and that this could be referred to the International Criminal Court (ICC), established for ending impunity for perpetrators of them,” he said.
Liechtenstein’s Foreign Minister Aurelia Frick described the ICC as proof that “over the last two decades multilateralism has perhaps been most successful in the area of international criminal justice.”
Austria’s Michael Spindelegger, who serves as his country’s Federal Minister for European and International Affairs said “We reject any abuse of the UN General Assembly as a platform for intolerance, anti-Semitism and racial hatred.” Mr. Spindelegger noted that with its position in the heart of Europe and at the crossroads of different cultures, religions and political systems for many years, Austria has tried in recent years to become a “platform for peace and dialogue,” playing host to UN offices and international negotiations to resolve long-running disputes.
Romanian Foreign Minister Cristian Diaconescu reiterated what he described as his country’s “fight against extremism, xenophobia and all forms of racism and discrimination.” Mr. Diaconescu noted that his country was a strong supporter of multiculturalism, and inter-cultural and inter-religious dialogue, and therefore backed the Alliance of Civilizations.

Gilad Schalit appeared healthy
Israel had said Friday's deal was a confidence-building gesture before crucial stages in negotiations for Shalit's release. Friday's deal will also herald an end to a crippling, Israel-led blockade of Gaza,
Israel's Channel 2 TV said Schalit was reading from a text. The young man addressed his parents in the video and discussed the military accident, it reported. He also addressed Israeli Prime Minister Benjamin Netanyahu, media reported, without giving further details. Israel's lead negotiator in prisoner swap talks viewed the video first in Tel Aviv to determine its authenticity. The video was then transferred to Jerusalem, where Netanyahu and Defense Minister Ehud Barak viewed it.
By late afternoon, the video had not been released, but Israeli media reported that it would be aired soon. A Hamas Web site cites Hamas officials as saying the video was filmed on Sept. 14, and shows Schalit, dressed in a military uniform, sitting on a chair and reading a daily newspaper. Schalit demonstrates his good health by standing on the chair for five seconds before sitting down again, the officials said. Israeli media, citing officials who had seen the video, confirmed that Schalit was seen with a newspaper dated Sept. 14 — Hamas' proof the footage was taken recently.
A two-minute video shows him "healthy and coherent" and speaking to the camera, Israeli officials said on Friday. He read from a text, telling of his condition and asking for his release. He was shaved and his hair was short. He was wearing glasses and dressed in what appeared to be military uniform, said the official. The recorded images of Shalit, 23, were handed over in exchange for Israel's release of 20 Palestinian women from its jails, one of whom brought home a 20-month-old boy born in prison to a joyful reception in the Gaza Strip.
"I hope this is going to be a step on the way to freeing our men and women prisoners from occupation jails," said Hamas prime minister in Gaza, Ismail Haniyeh. "I hope it will be step toward Palestinian reconciliation and national unity. I see the Palestinian people today united behind this step," he told a crowd welcoming home Fatim al-Zaq.
About 200 people waving Palestinian flags greeted vans carrying 18 of the women into the West Bank. Later, the prisoners were greeted by Palestinian President Mahmoud Abbas in his walled compound, as elated relatives threw fistfuls of candy in the air. Zhour Hamdan, arrested in 2003, was reunited with her eight children and saw her first granddaughter, 1-year-old Selina, for the first time. Her daughter Nasreen, 26, said she hadn't been able to visit her mother for more than a year because of Israeli movement restrictions. "It's indescribable," Nasreen said of the reunion. "We are preparing a tremendous celebration at home." Yet another prisoner will be released to Gaza on Sunday, bringing to 20 the total number of women freed as part of the exchange, Israel's prisons service said.
In both the West Bank and Gaza, the first stop for the liberated women was government headquarters, where official receptions and celebrations were held and speakers demanded the release of hundreds of long-term prisoners. On the Gaza side of Israel's Erez Checkpoint, hundreds of Palestinians waving flags and a convoy into the Mediterranean coast city with sirens wailing. Haniyeh sent his official car to pick up 40-year-old Fatima al-Zaq and son Youssef and bring them direct to his office. The al-Zaq house was decorated with posters and flags. "We feel wonderful," said her husband Mohammed. "People are celebrating with us, from all factions ... the prisoners' release unites us."
Netanyahu said in a statement on Wednesday it was "important for the entire world to know that Gilad Shalit is alive and well and that Hamas is responsible for his well-being and his fate."
German and Egyptian mediators have been acting as go-betweens in swap talks.

The test flights of Turkey's national attack helicopters, which will be produced jointly with Italy, were concluded on September 28, producing satisfactory results for Turkish defense officials. Following a decade of discussions on developing a combat helicopter program, Turkey awarded the bid to produce combat and reconnaissance helicopters to the Turkish Aerospace Industries (TAI) -the prime contractor- and the Italian AgustaWestland -the subcontractor- in 2007. Under the $3 billion program, 51 (plus 40 optional) helicopters will be produced for the Turkish Armed Forces (TSK). Agusta Westland agreed to transfer technology for the development of Turkey's T-129 ATAK, which will be an improvised version of its A-129 helicopters to meet the Turkish army's specific needs to operate in high altitude mountainous terrain. The first T-129's are scheduled to be delivered to the TSK in 2013 (EDM, June 27, 2008, Today's Zaman, September 29).
Moreover, since Turkey's TAI will have the exclusive rights to market and sell the final product worldwide, the project is particularly attractive for Turkey. Through this and other ambitious national weapons programs, it aims to emerge as a major player in the global arms industry. Pakistan, Malaysia, the United Arab Emirates and Jordan have reportedly expressed their interest in purchasing the T-129 (Anadolu Ajansi, September 25).
The CEO of AgustaWestland Giuseppe Orsi said that tests with the helicopter equipped with a weapons system are expected to be conducted in 2010. The Turkish pilot that flew the T-129 found its maneuverability to be superb. Noting that he had flown American Cobras, he argued that the T-129 performed better than other helicopters in the Turkish army's inventory. Both Orsi and TAI General Manager Muharrem Dortkasli stressed that the first test flights were performed ahead of schedule and that the program will be concluded on time in 2013.
Turkish and Italian officials' emphasis on the smooth progress of the project even ahead of the deadline is significant, given the growing determination of the Turkish military to meet its attack helicopter needs. The Turkish army has expressed interest in acquiring additional strike helicopters as a stop-gap measure. In this context, it has earmarked the procurement of either Russian or American platforms (EDM, June 17). If the T-129 program could proceed at full speed, it might address the need for such additional purchases.
In a large-scale project involving over 300 Turkish engines, Turkey's leading defense electronics company ASELSAN developed the mission computer and targeting, navigation, communication and electronic warfare systems. The T-129 will be equipped with advanced anti-tanks missiles, as well as air-to-air stinger missiles (Zaman, September 26). The T-129 will use an engine originally developed by LHTEC, a joint venture between U.S. Honeywell and the British Rolls Royce, for the abortive Comanche helicopter project. According to the Turkish press, even the Italian army was considering the idea of switching to this engine on the A-129's (Anadolu Ajansi, September 25, Hurriyet, September 29). Although Turkish officials emphasize that Turkey will be able to export the new helicopter, it still remains unclear whether it actually possesses full rights over its worldwide sales. Since the engine will be supplied by a U.S. producer, exporting the T-129 to third countries will require obtaining U.S. export licenses, which might imply a de facto veto.
28 September 2009 Turkish Prime Minister Recep Tayyip Erdogan said Sunday his brief meeting with U.S. President Barack Obama discussed problems and recent developments in Turkey's region. "The agenda of our meeting was on recent developments in our region including Iraq, Syria and the Middle East as well as steps we have been taking on relations between Turkey and Armenia," Erdogan told reporters upon his return from the U.S. where he participated in the meetings of the United Nations General Assembly. Erdogan said situation in Afghanistan was also taken up during the 15-minute meeting with Obama, adding that Turkish task force was set to take over command in Kabul in November.

Erdogan told reporters following the inauguration ceremony of the Istanbul Congress Center, that "foreign support was necessary to suppress and overcome the problem of terrorism and other secondary problems." Answering a question as to whether the government's midterm economic growth projections announced Wednesday, depended on future loans to be provided by IMF, Erdogan said the government was trying to stand on its own feet, and all projections were based on Turkey's own capabilities.
24 September 2009 – A resolution of the Israeli-Palestinian conflict based on two States existing side by side in peace and security is indispensable to both regional and global peace, the Turkish Prime Minister told the General Assembly today, demanding an opening of barriers which he said were thwarting the reconstruction of Gaza. “Turkey has on every possible occasion stressed that it is not possible to turn a blind eye to the appalling conditions in Gaza,” Prime Minister Recep Tayyip Erdogan told the second day of the high-level segment of the Assembly, held at United Nations Headquarters in New York. “It is our common humanitarian and moral responsibility to ensure that the tragedy unfolding in Gaza is brought to an end, and an atmosphere of lasting peace is created in the region,” said Mr. Erdogan. “It has been eight months since the declaration of the ceasefires that ended the hostilities in Gaza,” he said, adding that six months have also passed since an international conference in Egypt pledged billions of dollars for the reconstruction of the area. “However, I regret that the human tragedy in Gaza still goes on.” “We demand that these obstacles are immediately lifted and normalcy restored to Gaza for the sake of peace and security of both Israel and the Palestinians,” he said. In the United States, Erdogan was in the 64th session of the U.N. General Assembly in New York and G-20 summit in Pittsburg. In New York, Erdogan held his first meeting with representatives of Jewish organizations in the United States, including the Anti-Defamation League. According to sources, the meeting was fruitful and the Jewish community asked Erdogan questions regarding several topics. After some legal problems occurred during block sale of Baskent Dogalgaz to Global Yatirim Holding, the auction was awarded to the runner-up Elektromed, however, Ankara Municipality cancelled the tender.

30 September 2009 Turkish State Minister Ali Babacan will give a news conference on Wednesday in Istanbul to give information about IMF-World Bank Annual Meeting. Preparatory meetings, which will be organized within the scope of IMF-World Bank Annual Meetings, will take start after release of "Global Stability Report". Jose Vinals, Financial Counsellor and Director of the Monetary and Capital Markets Department of the IMF will give a news conference to announce the "Global Stability Report" . Olivier Blanchard, Chief Economist at the IMF, will give a news conference October 1 on "World Economic Outlook Report". A seminar titled The United States Economic Outlook: Prospects, Risks, and Implications for Latin America and the Caribbean will also take place on Friday. World Bank President Robert Zoellick and IMF Managing-Director Dominique Strauss-Khan will separately hold a joint press conference on October 2. Lorenzo Giorgianni from IMF will organize a seminar on "IMF supported Programs: What have we learned so Far?" A series of seminars are scheduled to be held on October 3-4. International Monetary and Financial Committee (IMFC) is expected to discuss the impact of global economic crisis on developing countries on October 4 while the Development Committee (DC) will convene on October 5. The opening and closing sessions of the annual meeting will take place on October 6-7. Security measures were taken in Istanbul for the meetings. The annual meetings are usually held for two consecutive years at the IMF and World Bank HQ in Washington, D.C. and every third year in another member country. This year's meetings will be the second time that Turkey will host the annual meetings (the first time was in 1955, also in Istanbul).

Police Raid of DTP Mayor Şahin's HomeAfter an according statement of a detained person the police searched DTP Mayor Edibe Şahin's home in Tunceli for PKK documents. Some people were arrested during another raid of the Municipality guesthouse. Hundreds of DTP members protested. The police conducted a raid of Democratic Society Party (DTP) Mayor Edibe Şahin's home and the municipality's guesthouse in the New Municipality office block in the Moğultay quarter of the city of Tunceli in the east of Turkey. The raid was done on the grounds of "distributing a PKK statement" after detained P.K. had made a statement respectively. P.K. is being interrogated by the Provincial Chief of Police. P.K. had stated that documents belonging to the Kurdistan Worker's Party (PKK) were stored in Şahin's house and that members of the PKK were accommodated in the guesthouse. Due to these allegations the police effected an authorization from the prosecutor's office for the raid of Şahin's home and the guesthouse. Some people were arrested.
The raid happened on the evening of 29 September. About 300 people gathered today at the Place of the Republic ('Cumhuriyet Meydanı) to protest against the raids and the arrests. Members of the pro-Kurdish DTP criticized the attitude of the police. After another raid of homes and offices in Tunceli in the night of 22 June this year 30 DTP members had been arrested.
The violations against the DTP which started on 14 April are seen as attempt to sabotage the process of solving the Kurdish question. Around 500 members of the DTP have been taken into police custody since 14 April, and they were not told what they were being accused of. A total of 267 people were later arrested.
The court decided to bring in DTP members Emine Ayna and Selahattin Demirtaş by force and to issue a new notification for Ahmet Türk. Prof. Dr. Kaboğlu suggested to solve the problem of the MPs immunity by the removal of article 14 concerned with an exception for "terror crimes".

Turkey and the International Monetary Fund, or IMF, are close to reaching a fresh deal, but the two sides first need to resolve some disagreements, Prime Minister Recep Tayyip Erdoğan and the Fund's Managing Director Dominique Strauss-Kahn said. "We are at the closest point to a solution," Erdoğan told Turkish reporters after the summit meeting here of the Group of 20 countries. "I'm confident that rather rapidly it will be possible to reach a deal, and this is ... needed to stabilize the situation in Turkey," Strauss-Kahn said after the summit. Erdoğan and Strauss-Kahn met at the IMF building in Washington Friday, and the prime minister said their teams had additional talks Saturday. With a huge current account deficit, Turkey has seen a sharply depreciating currency. Turkey completed in May a three-year stand-by arrangement supported by more than $10 billion in IMF loans, and the two sides have been discussing a fresh deal. However, the government has been reluctant for a new deal mainly because of planned local elections in March.

The country quota set for Turkey might thus be extended to release more credits for small- and medium-sized enterprises and investment on renewable energies. The crisis is the most severe since the one in 1929, Erdoğan said. "Global crisis cannot be overcome only by efforts from individual countries, it requires concerted action," he said. "Turkey is ready to share its own experiences with the U.S. and other global actors."
